Neeraj Pandey and K. K. Bhattacharya's paper, Academia Dynamics in New Intellectual Property Rights Regimes in Third World Countries, may be accessed in the online bookstore at

Paper abstract: The IPR (Intellectual Property Rights) are gaining importance day-by-day. The Third World Countries are rising up to cope up with new IPR regime and striving to learn from experience of developed countries. The Universities located in these third world countries are making special efforts to promote IPR viz. Patents, Copyrights, Trade Marks and Industrial Designs in their system through its respective University IPR Policy. The present work analyzes the IPR policies of reputed technology and management institutes of India and critiques so as to make them more innovation-friendly to all stakeholders of University. The Bayh-Dole Act model which gave US universities the right to patent discoveries resulting from federally funded research has been discussed so as to draw lessons for third world country universities. Also the pitfalls of obsession with University patenting are highlighted. The paper calls for University IPR policy to promote public-private research joint ventures so as to develop financially sustainable innovative environment in universities of third world countries.

This month's issue includes a brief recap of the inaugural conference of the World Universities Forum, which was held recently in Davos, Switzerland. The Newsletter also includes information on next year's venue, and on publishing in the Forum's corresponding journal.

2008 World Universities Forum, Davos Switzerland
The inaugural conference of the World Universities Forum was held 31 January - 2 February in Davos, Switzerland. Participants from 42 countries traveled to the alpine town to consider the past, present and future of the university. Each day featured plenary sessions, parallel sessions and less formal discussions. Presenters and attendees included independent scholars, policy makers, college and university administrators, and faculty and students from business, engineering, the humanities, the natural and social sciences, and many other fields of study. National and professional diversity provided for multiple perspectives on the university and lead to many dynamic conversations. On the second day of the conference, participants traveled via sleigh into the mountains above Davos to Restaurant Teufi for the World Universities Forum dinner. Although the weather made for a chilly ride, the scenery, conversation and meal made the experience a highlight of the conference. The World Universities Forum concluded with a collective discussion of the most important issues raised through the course of the three days and with a consideration of how these might be examined further at next years' conference in Mumbai, India.

For the past few months, I have been assisting with the organization and promotion of the inaugural conference of the World Universities Forum. My duties as Newsletter Editor complement this work and provide me with an opportunity to better connect with people who may or may not attend the conference in Switzerland, but are just as interested as I am in the current state and future prospects of higher education. I welcome you to join me and many other people as we build a community around this important topic. The inaugural conference of the World Universities Forum promises to be an extremely interesting and dynamic event. Although the conference is over two months away we have been already secured an accomplished group of main speakers and continue to receive a large number of high-quality paper proposals.
